What Is a CP12 Certificate? Everything Landlords Need to Know

A CP12 is the gas safety certificate every landlord in England and Wales is legally required to hold. Here's what it covers, what happens if yours lapses, and how much it costs.

A CP12 certificate — properly called a Landlord Gas Safety Record — is a legal document confirming that a Gas Safe registered engineer has inspected all gas appliances, pipework, and flues in your rental property and found them safe to use. If you let a property with gas in the West Midlands, you are required by law to have one. There are no exceptions.

The "CP12" name comes from the old British Gas form number, but most engineers and landlords still use it as shorthand. You might also see it called a gas safety certificate, a landlord gas safety certificate, or a LGSR. They all mean the same thing.

Who Needs a CP12 Certificate?

The Gas Safety (Installation and Use) Regulations 1998 require any landlord who lets residential property containing gas appliances to hold a valid CP12. That includes:

  • Buy-to-let landlords renting on assured shorthold tenancies
  • Houses of multiple occupation (HMOs)
  • Holiday lets where gas is present
  • Landlords renting through a letting agent (you are still legally responsible)
  • Housing associations and councils (though these often have their own arrangements)

Owner-occupiers are not legally required to hold one — but it is still a sensible annual check for your own peace of mind. Gas leaks and carbon monoxide are silent killers, and a yearly inspection catches problems before they become dangerous.

What Does a CP12 Inspection Cover?

When a Gas Safe engineer carries out a CP12 inspection, they check every gas appliance in the property. For a typical tenanted home in Wolverhampton or Walsall, that usually means:

  • Boiler — flue integrity, burner performance, heat exchanger condition, safety controls
  • Gas fires and back boilers — combustion, ventilation, seals
  • Gas cooker or hob — burner operation, flame failure devices
  • Pipework — visual inspection for corrosion, joints, and any signs of leaks
  • Flues and ventilation — checked for blockages and adequate air supply

The engineer checks each appliance is operating safely and within manufacturer tolerances. They note the location, type, and condition of every gas fitting and record whether it passed, needs attention, or is immediately dangerous (ID). If something is classed ID, the engineer is legally required to make it safe or disconnect it before leaving.

Once everything is checked, you receive a signed Landlord Gas Safety Record listing each appliance, the engineer's Gas Safe registration number, and the date the certificate expires.

How Often Does a CP12 Need Renewing?

Every 12 months, without exception. The certificate has a hard expiry date — there is no grace period built into the law. Letting a property with an out-of-date CP12 is the same legal position as having no certificate at all.

What Are Your Legal Obligations to Tenants?

Having the CP12 is only part of the obligation. The law also requires you to:

  • Give existing tenants a copy of the record within 28 days of the inspection
  • Give new tenants a copy before they move in
  • Keep copies of each record for at least two years
  • Allow reasonable access for the annual inspection to take place

If a tenant refuses access, document your attempts in writing and seek legal advice. An engineer cannot force entry, but a landlord who has clearly made every effort to arrange the inspection is in a much better legal position than one who has not.

What Happens If You Don't Have a CP12?

This is where it gets serious. Letting a property without a valid CP12 is a criminal offence under the Gas Safety Regulations. The consequences include:

  • Unlimited fine — there is no cap on what a magistrates' court can impose
  • Up to two years in prison for the most serious cases
  • Inability to serve a Section 21 notice — if you have not given your tenant a valid CP12, you cannot legally evict them using the no-fault eviction route
  • Civil liability — if a tenant is harmed by a gas incident, a missing CP12 will be used as evidence of negligence

Beyond the legal risk, the practical danger is obvious. Faulty gas appliances kill people. Carbon monoxide is odourless and colourless — there is no warning. An annual inspection is a small cost set against a very large risk.

How Much Does a CP12 Certificate Cost?

The cost of a CP12 gas safety inspection varies depending on the number of appliances and your location. As a rough guide:

  • Single appliance (e.g. boiler only) — from £65
  • Boiler plus cooker or gas fire — typically £75–£90
  • Three or more appliances — price on request; usually still under £120
